Snapshot: LGBTQ Equality by State

The Movement Advancement Project (MAP) tracks over 50 different LGBTQ-related laws and policies.  This guide shows the overall policy tallies (as distinct from sexual orientation or gender identity tallies) for each state, the District of Columbia, and the five populated U.S. territories. A state’s policy tally scores the laws and policies within each state that shape LGBTQ people's lives, experiences, and equality. The major categories of laws covered by the policy tally include: Relationship & Parental Recognition, Nondiscrimination, Religious Exemptions, LGBTQ Youth, Health Care, Criminal Justice, and Identity Documents.

    Duluth, Minnesota, comes in at #10. Duluth is a lower-cost city with above-average incomes. Minnesota ranks high on the Movement Advancement Project’s (MAP) Gender Identity Policy Score. Duluth is on the list of Most Protective States per Erin Reed of Erin in the Morning.     A recent study by Clever Actual Estate ranked the 50 most and least LGBTQ-friendly cities in the Together States based on numbers from the Human Rights Campaign, National LGBTQ Chamber of Commerce, and more.

    The Methodology: Clever analyzed facts points from the Human Rights Campaign, The American Values Atlas provided by the Public Religion Study Institute (PRRI), National LGBT Chamber of Commerce (NGLCC), Parents and Friends of Lesbians and Gays (PFLAG), Movement Advancement Project (MAP), OutCare, Yelp, Google Trends, and Gaypridecalendar.com.

    The metrics they used:

    • Percentage of state population that is LGBTQ+
    • PFLAG chapters per 100,000 residents
    • LGBTQ+ affirming health concern providers per 100,000 residents
    • Count of state-level anti-trans legislation
    • Pride events per 100,000 residents
